Digital  Learning sees a big upsurge during COVID-19 lockdown period

Nearly five times rise in access to HRD Ministry’s E-Learning platforms

Union HRD Minister urges learners to also make use of educational TV channels like SWAYAM PRABHA and GYAN DARSHAN

As the HRD Ministry carries on with its efforts to mitigate the effects of the Covid-19 lockdown and provide students with continued access to learning during this period,  e-learning in the country has witnessed an appreciable upsurge during the past two weeks. Union HRD Minister Shri Ramesh PokhriyalNishank has been in regular touch with heads of institutions through video conferencing, giving necessary guidance and directions, and receiving feedback in this regard.  

Both schools and higher education institutions have started various modes of online classes and sharing of study material depending on the resources available with them and with the students. These range from structured online classes through platforms like Skype, Zoom, Google Classroom, Google Hangout, Piazza to teachers uploading lectures and class notes through YouTube, WhatsApp, sharing links of digital learning resources like SWAYAM, NPTEL, providing access to online journals.

About 50-65 percent of students in HE institutions like Central Universities, IITs, IIITs, NITs, IISERs are participating in some form of e-learning. Lack of internet connectivity and other required digital infrastructure with students is proving to be an impediment to e-learning in many cases. To overcome this problem to some extent, teachers are also sharing  slides or hand written notes apart from recorded lectures and live sessions so that students with uncertain network access can also get at least some material.  Recorded lectures ensure that a short term problem with network access does not block out a student.  Faculty members are doing online chat sessions with students to answer any queries that they may have.

The various e-learning platforms of the HRD Ministry have seen an unprecedented combined access of over 1.4 crore since 23rd March 2020. The National Online Education Platform SWAYAM has been accessed nearly 2.5 lakh times till yesterday, which is about a five time increase over the figure of 50,000 strikes in the last week of March. This is in addition to  about 26 lakh learners already enrolled in the 574 courses available on the  SWAYAM platform.  Likewise, nearly 59000 people are viewing the videos of the SWAYAM Prabha DTH TV channels every day, and more than 6.8 lakh people have watched these since the lockdown began.

Similar is the case with the other digital initiatives of the Ministry and organizations under it.The National Digital Library was accessed about 1,60,804 times in just one day yesterday, and about 14,51,886 times during the lockdown period,  as against about 22000 daily strikes earlier. The Education portals of NCERT like DIKSHA, e-pathasala, National Repository of Open Educational Resources, Senior Secondary Courses of NIOS, NPTEL, NEAT, AICTE Student-College helpline webportal, AICTE Training and Learning(ATAL), IGNOU Courses, UGC MOOCS courses, Shodhganga, ShodhShuddhi, VIDWAN, e-PG Pathshala, and the other ICT initiatives like Robotics education (e-Yantra), Open Source Software for Education (FOSSEE), Virtual experiments (Virtual Labs) and Learning programming (Spoken tutorial) are also experiencing very large access rates.

Shri Pokhriyalsaid that for a large number of students who do not have access to computer and internet, the Ministry is promoting learning through the television. He further said that the SWAYAM PRABHA group of 32 DTH channels is devoted to telecasting of high-quality educational programmes on 24X7 basis using the GSAT-15 satellite and the contents are provided by NPTEL, IITs, UGC, CEC, IGNOU, NCERT and NIOS. Similarly, IGNOU’s Gyan Vani (105.6 FM Radio)  and GyanDarshan, which  is a 24-hour educational channel offering  the best of educational programmes for pre-school, primary, secondary and higher secondary students, college/university students, youth seeking career opportunities, homemakers and working professionals. The Minister urged students to also make optimum use of these channels to supplement their learning.

EPFO settles 1.37 Lakh EPF withdrawal claims to fight Covid-19 in less than 10 days

Employees Provident Fund Organisation (EPFO), an statutory body under Union Ministry of Labour & Employment has processed about 1.37 lakh claims across the country disbursing an amount of Rs. 279.65 crore under a new provision especially formulated by amending the EPF Scheme to help subscribers fight Covid-19. The remittances of the moneys has already started taking place.  The system as it stands today is processing all applications which are fully KYC compliant within less than 72 hours. Members, who have applied for claims in some other category, can also file claim to fight pandemic and depending upon the KYC compliance condition of each member, every effort is being made to settle claims at the earliest.

The provision for a special withdrawal from the EPF Scheme to fight Covid-19 pandemic is part of the PMGKY scheme announced by the government and an urgent notification on the matter was made to introduce a para 68 L (3) of the EPF Scheme on 28th March 2020. Under this provision non-refundable withdrawal to the extent of the basic wages and dearness allowances for three months or up to 75% of the amount standing to member’s credit in the EPF account, whichever is less, is provided. The member can apply for lesser amount also. This, being an advance, does not attract income tax deductions.

Anticipating the huge surge in the demand, EPFO came out with acompletely new software which has been developed from scratch and a receipt module for on-line receipt of the claims was introduced within 24 hours and deployed on 29th March 2020.  Further, the application was required to be in paperless form to curtail any physical movement in view of social distancing. It was decided to introduce a system of settling claims in auto mode directly by the system in respect of all such members whose KYC requirements was complete in all respects.

The COVID-19 pandemic has posed a serious threat and considering dire need of money in these trying times, it has been decided to process advance to fight COVID-19 pandemic on top priority.

Claims for availing advance to fight pandemic are filed online, necessitating every EPF account to be KYC complaint as pre-cursor. EPFO has relaxed date of birth correction criteria to ease KYC compliance enabling submission of claim to fight pandemic online. EPFO would accept the date of birth recorded in the Aadhaar card of a subscriber as a valid proof for rectification of the date of birth in PF records. All cases with variation in date of birth up to three years are now being accepted by EPFO.

In view of the ensuing festivals in the month of April 2020, Union Ministry of Home Affairs (MHA) has directed all States/UTs to ensure strict compliance of lockdown measures to fight COVID—19 and not allow any social/religious gathering/procession.

It has been communicated to inform District authorities and field agencies on the specific prohibitions as mentioned in the Consolidated Guidelines on Lockdown Measures and that they should take all required precautionary/preventive measures for maintenance of law and order, peace and public tranquillity. Appropriate vigil on social media should also be maintained against circulation of any objectionable content, the communication adds.

The communication has further requested that for the attention of the public authorities, social/religious organisation and citizens, the respective provisions of the guidelines should be widely circulated. It adds that for violation of any lockdown measure, action under the relevant penal provisions of the Disaster Management Act 2005 and IPC should be taken by the law enforcing agencies.

The consolidated guidelines on the lockdown measures to be taken by Ministries/ Departments of Government of India, State/Union Territory Governments and State/ Union Territory Authorities for containment of COVID-19 epidemic in the country were notified by Ministry of Home Affairs on 24.03.2020 and further modified on 25.03.2020, 27.03.2020, 02.04.2020 and 03.04.2020. Clause 9 & 10 of the Consolidated Guidelines state that no religious congregation will be permitted without any exception and all social/cultural/religious functions/gatherings shall be barred.

Institute of Chartered Accountants of India, Institute of Company Secretaries of India and Institute of Cost Accountants of India contribute Rs 28.80 crore towards PM CARES Fund to combat COVID-19 outbreak

The Institute of Chartered Accountants of India, Institute of Company Secretaries of India and Institute of Cost Accountants of India, the three Professional Institutes under the Ministry of Corporate Affairs, have come forward to donate an amount of Rs 28.80 crore to PM-CARES Fund for providing assistance to those impacted by the COVID-19pandemic.

The Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund) was created on 28th March 2020 following the COVID-19 pandemic in India.This dedicated national fund has been set up with the primary objective of dealing with any kind of emergency or distress situation as posed by the COVID-19 pandemic, and to provide relief to the affected people.

Relaxations provided on compliances to be met by
units / developers / codevelopers of SEZs

In view of the sudden outbreak of COVID19 pandemic and the nationwide lockdown, most government
offices are closed and a few involved in emergency services etc., are functioning with skeletal staff. The
Department of Commerce has therefore decided to provide suitable relaxations on compliances to be met by
units / developers / codevelopers of Special Economic Zones(SEZs). Such compliances to which the
relaxations will apply, include:
· Requirement to file Quarterly Progress Report (QPR) attested by Independent Chartered Engineers by
Developers/ Codevelopers
· SOFTEX form to be filed by IT/ITES units
· Filing of Annual Performance Reports (APR) by SEZ units
· Extension of Letter of Approvals (LoA) which may expire, in the cases of:
n Developers/codevelopers who are in the process of developing and operationalising the SEZ;
n units which are likely to complete their 5 year block for NFE assessment;
n Units which are yet to commence operations
Development Commissioners of SEZs have been directed to ensure that no hardship is caused to Developers /
CoDeveloper / Units and no punitive action is taken in cases where any compliance is not met during this
period impacted by the above disruption. Further, as may be possible, all extensions of LoAs and other
compliances may be facilitated through electronic mode in a timebound manner. In the cases where it is not
possible to grant extension through electronic mode or in cases where a physical meeting is required,
Development Commissioners have been asked to ensure that the Developer / Codeveloper / Units do not face
any hardship due to such expiry of validity during this period of disruption. Adhoc interim extension /
deferment of the expiry date may be granted without prejudice till 30.06.2020 or further instructions of the
Department on the matter, whichever is earlier.
